Monkey D. Garp is a legendary Vice Admiral of the Marines in the anime and manga series One Piece. Appearance

Monkey D. Garp is a towering, muscular, and broad-chested old man with a heavily tanned complexion. He stands at an imposing height of 287 cm (9'5") and possesses a sharp stitched scar over his left eye, a trait shared across generations of his family. Garp wears the standard white Marine captain's cape with the kanji for "Justice" (正義) on the back adorned with custom black and red epaulets. He and Vice Admiral Tsuru are the only officers with this unique color variant.

Typically Garp wears a sharp, double-breasted white suit over a dark blue button-up shirt and a red tie. After the two-year timeskip, his formal wear changes to a dark-coloured suit. Garp features a full head of slicked-back hair and a prominent goatee. His hair is styled white in the manga and grey in the anime adaptation.

He is depicted with a piercing gaze and blue eye color in the animated series and is frequently seen smoking cigars in his downtime. When off duty or visiting his hometown in Foosha Village, Garp completely ditches his uniform for casual sandals, light-colored shorts, and vibrant tropical button-up shirts.

He has previously carried an incredibly large iron ball on a chain as a signature weapon, though this was pre-timeskip. Additionally, during his debut in the series, he wore a full-headed dog mask to obscure his face. Personality

Monkey D. Garp is a legendary Marine Vice Admiral whose personality is defined by a striking contrast between eccentric, care-free boisterousness and a deeply tragic, complex moral struggle. He is loud, blunt, and fiercely independent, yet bound by a rigid commitment to his duty that frequently clashes with his devotion to his criminal family.

Much like his grandson Luffy, Garp is highly unorthodox, hyperactive, and absent-minded. He famously falls asleep mid-sentence, gorges on rice crackers (senbei), and casually breaks down walls instead of using doors. He values personal freedom above all else. Garp famously refused promotions to the rank of Admiral multiple times solely because doing so would put him under the direct authority of the Celestial Dragons, whom he openly despises.

He expresses his affection through extreme physical tough-love, famously raining down his "Fist of Love" on Luffy and Ace to make them strong. Despite his harsh training, he loves his family deeply and boasts with immense pride about Luffy's chaotic achievements. Underneath his jolly exterior lies severe inner conflict. Garp believes the Marines are necessary to protect ordinary citizens from vicious criminals. However, this forces him into a heartbreaking paradox: serving a corrupt World Government while his own loved ones choose the path of rebellion and piracy.

Garp possesses a distinct "future-oriented" philosophy. He passionately trains the younger generation of Marines, like Koby and Helmeppo, teaching them that the lives of the youth must always be prioritized over the old, as the young represent the future.

Garp's personality is defined by his unique brand of "Moral Justice." Unlike other Marines who follow "Absolute Justice" or “Lazy Justice”, Garp operates by his own ethical compass. He befriended his rival, the Pirate King Gol D. Roger, and agreed to adopt Roger's son, Ace, because he refused to let an innocent child carry the sins of the father.

Background

Despite possessing power equal to the Pirate King, Garp chose to remain a Vice Admiral for decades to maintain his independence and avoid directly serving the corrupt Celestial Dragons. He is a central figure bridging the older generation of legends with the current vanguard reshaping the world.

Garp’s history is built on monumental achievements that shaped the global landscape. Born in the Goa Kingdom, Garp joined the Marines 56 years ago alongside future Fleet Admiral Sengoku and Vice Admiral Tsuru. 38 years ago, Garp earned his "Hero" moniker by teaming up with his ultimate rival, Gol D. Roger, to annihilate the unstoppable Rocks Pirates, led by Rocks D. Xebec, on the vanished island of God Valley. 

Though, the truth of these events have revealed that World Nobles had kidnapped Shaki to use as a prize in a civilian hunting contest when their contest was interrupted by multiple fleets of pirates. The resulting clash led to Rocks D. Xebec being Domi Reversi’d by Imu, which forced Garp and Roger to take him down at Rocks’ request.

Garp repeatedly cornered Roger throughout their careers. Despite their opposing factions, the two developed deep mutual respect. Before his execution, Roger entrusted his unborn son, Portgas D. Ace, to Garp's care. Seeking to raise strong Marines, Garp subjected Ace and his biological grandson, Monkey D. Luffy, to brutal "tough love" training. Ironically, his son Monkey D. Dragon became the world's most wanted revolutionary, while Luffy and Ace became notorious pirates.

Caught between Marine duty and family loyalty during the Paramount War, Garp purposely allowed Luffy to hit him so Luffy could reach Ace. Following Ace's death, Garp nearly lost control and tried to murder Admiral Akainu before Sengoku forcefully restrained him. He subsequently transitioned into an instructor role to mentor the next generation.

Garp stepped back into the absolute center of the global conflict during the Egghead arc. When his star pupil, Koby, was abducted by Marshall D. Teach, Garp defied Navy protocol. He led a strike force of the secret Marine unit SWORD straight into the Blackbeard Pirates' stronghold on the pirate island of Hachinosu.

On Hachinosu, Garp demonstrated terrifying Conqueror's Haki feats, completely destroying part of the town with his bare fists. However, he was forced into a brutal deathmatch against his former top protégé turned Blackbeard Titanic Captain, Kuzan (Aokiji). To ensure Koby and the young Marines successfully escaped the island, Garp stayed behind to hold the line. 

He was stabbed through the torso, frozen by Kuzan's ice powers, and subsequently captured. Garp is officially declared MIA (Missing in Action) by the World Government. He remains heavily restrained in the depths of Blackbeard's prison, serving as an incredibly high-value political bargaining chip for Teach's grand ambition to recognize Hachinosu as an official kingdom.
